You can Copy users from an Organization or Group to another Jira Service Management Organization following the steps
Select the Organization Or Group that you want to remove users from
Select the Organization that you want to remove users to
Select one or more users, or Select all
Click in “Remove user” button, so the users selected will be copied to a new organization.
Note that you will not be able to remove users from groups, only from organizations
